Seepage would probably come and go and would get worse after a rain unless your basement floor is lower than the average water table level. If the water is coming from a broken hidden pipe, the water problem might be more or less constant if a break was in a supply line. If the leak is in a drain pipe, on the other hand, the leak would be intermittent and get worse when your water usage is heavy. In general, drain pipes run under basement floors and supply lines are located overhead and on or in walls. A pipe that froze in an outside wall could spring a leak when it thaws out.
